Woody,
TELL has a garden variety downtrend resistance line and a run-of-the-mill target line and an inverted head and shoulders breakout target...but no IL. The IHS target is 11.30 which agrees with the target line. The downtrend resistance might get in the way though.
This target line is one step back from the one I first drew. It keys off the 12/24 start of the larger move instead of the move based on the trick.
