Very timely topic, as Tesla buys San Diego based Maxwell Technologies, which designs patented super-capacitors which store and discharge large amounts of electricity far faster than batteries and without the wear batteries experience. In industrial grids Maxwell has built installations providing a 20 second reserve of 3 MW / 17.2 kWh to mitigates voltage sag.

Charging and discharge of capacitors is also unaffected by ambient temperature. A typical use for super-capacitors is regenerative-braking and acceleration. - en.wikipedia.org

Maxwell is a former government contractor which sold their high-voltage capacitor division to General Atomics and works with SK Group creating capacitor-lithium battery hybrids for cell phones.
