Buildout of the system is coming to a finish. There has been for many years, contracting installation/ engineering or outsoucring by all telco related industry. Now that the majority of that is concluded you will see consolidation and paring the cost as it moves into a O&M operation. This is a direct results of the breakup of the Bell system years ago. It truly is a suck ass existance. Frankly, I see another industry that is fixing to get the same treatment; IT or IS. They are ripe for outsourcing alot of their work.
