In that case, we need to be there now, or 10 year ago, so why not set the date at 2020? More realistically, since nothing will pass until '21, providing we don't snatch defeat out of the jaws of victory, how about '24, cuz we might only get one term?

Projects which are at 20% of the goal after 60% of the time has lapsed inspire people to give up.

Say, "Good try, keep going, we're not finished." Originally, the GND banned the use of FF's in 10 years. That's a good way to cause a depression. They actually wanted to replace nukes and not use dams. That would be fun. I wonder if they even know that dams are used for drinking water, and for ag.
