He hasn't been harder on Russia. He forgave the invasion of Ukraine and Crimea. He has forgiven the use of poison in the UK. Now he's taking Russia's advice on NK, severing joint military operations with SK and accepting NK's development of ballistic missiles designed to hit the US. Obama could have been a Russian agent if he'd been as forgiving as Trump. Putin's own behavior tells the story.
