I've sent the following letter to Kopstein the past three months. He
has yet to reply. I'm very disappointed in OCCF. It's not growing
at a fast enough rate to justify its high PE ratio.

Mr. Kopstein - I've been an OCCF shareholder since day one of the IPO.
I'm concerned about the lack of earnings growth in the company. In a
December 1996 press release, you announced three year sales and
earnings projections. Those numbers for 1997 were $62.7M and $0.31,
respectively. The fact that your are now comfortable with projections of just $0.23 EPS for the 1997 year makes me wonder how you came up with your projections. Your revenue projections seem way on the high side as well. How could the projections you made just a year ago, be 25% off from actual results? Your 1998 and 1999 projections can not, for obvious reasons, be even considered. Do you plan on restating these projections to reflect more accurate results?
