They're cutting entitlements where they can, like with full soc security payments starting at a later age.

VAT: the positive is that it's fair, consumption based. The negative - it will grow, and remain on top of the regular income tax.

I get a sense that the Europeans are simply more competent at "doing" social programs. And their populations are more accepting of such programs. Likely, all this is related to their uninterrupted, long history of having strong central governments. It does appear that they're doing it with far less waste... and fewer billions falling through the cracks.
