A euphemism for government takeover / total control Bait / eye candy for idiots and fools EDIT: In an effort to control costs, the ACA is becoming an administrative nightmare for health care providers in that the people are less engaged in providing healthcare and more involved in dealing with administrative details such as fighting with insurance companies.
