Wilson-Raybould claims political interference in SNC-Lavalin affair

'For the former minister, she said the entire saga began in September when PPS director Kathleen Roussel told her that her office was proceeding with a trial for the company. Later that month, Wilson-Raybould said she met with Prime Minister Justin Trudeau and Privy Council Clerk Michael Wernick and Trudeau brought up SNC-Lavalin and the prospect of a DPA immediately.

She said she explained the law to him and told him that she had already made up her mind, though Trudeau reiterated his concerns, namely the threat of job losses in Quebec should the company have to move out of the province (if it was bought out) or go bankrupt. She said Trudeau brought up the upcoming Quebec provincial election on Oct. 1 and him serving as a Quebec MP in their discussions.

Wilson-Raybould said she looked Trudeau in the eye and asked him if he was “politically interfering” in her role as attorney general and advised him against doing so. She said he backtracked and responded “no, no.”

She said she spoke with Finance Minister Bill Morneau that month about SNC-Lavalin, and said afterwards Morneau’s office, including chief of staff Ben Chin, relentlessly asked for meetings looking for her to change her mind. She also said senior Trudeau adviser Mathieu Bouchard asked her to consider an external legal opinion and once told her “we need to get re-elected” and couldn’t afford to let SNC-Lavalin move out of the country.

In a meeting in December with Trudeau’s then-principal secretary Gerry Butts, Wilson-Raybould said she told him that everyone needed to stop lobbying her to push for the DPA. She said in a later meeting with Wernick that he told her that Trudeau is “going to find a way to get it done one way or another.” '
