I came to the same conclusion. The only thing I can think of is the shares of TLK are American Depository Receipt (ADR) and the pay a dividend. I don't know if the PTEM-JK shares pay a dividend. I also don't know how many shares are available for trade on the Jakarta exchange. I think the government owns about 75-80 % of the company. Maybe someone else can share some light on the evaluation question. Don
