Douglas, It Works!!!! A little tricky if you aren't careful though.
In case anyone is interested, here is how I made it work.
Option 1:
I have a chart with a Volume Window at the bottom. If I drag the OBV Indicator and drop it in the volume window and select "Merge with Scale on Right", my volume bars become very very small. But, if I select "Display New Scale on Right" my volume bars do not change but my volume scale on right does change. Then drag MA Indicator into volume window until OBV line turns MAGENTA and select "Merge with Scale On Right". Crossovers are fine now. The scale on the right is not representative of volume anylonger but represents OVB (Someone correct me if I am wrong). If you check scaling for Volume now, you will find that the Scaling for "Volume" has changed to "Merge with Scale on Left".

Option 2:
I assume that I could have selected "Display New Scale on Left" when I dragged the OBV Indicator into the volume window but I do not want to waste screen space with the scales since I am looking at relationships and not numbers necessarily. But if I had chosen this option, when I drag the MA as described above, I would have had to scale the MA as "Merge with Scale on Left".

Lauren suggested that it was probably a scaling problem. Thanks, Lauren! and thanks again to you Doug!

TC

PS This may be to long way to accomplish a simple task but at least it works!!!
