So... to them... the "rule of law" means only that deliberate wrongdoers have to be careful in how they corrupt the operation of the law, and that what is corrected and punished is not the wrongful effort to be corrupt, but only the error made in being outrageously flagrant about it... ?

A year or two back, it appeared to me that great progress was being made in using international legal mechanisms for holding rouge governments accountable when they enabled thefts from investors. There were a couple of useful outcomes pointing toward a significant enough development of capacity that it might actually begin to work to restrain wrongful takings.

Recent results seem only to have undone any progress that was becoming apparent.

Corruption is not only alive and well... it seems it is thriving under a new management scheme... at least in those venues where you routinely find state actors involved in conflict with private investors interests.

Am I reading that wrong, in your opinion ?
