Fade the whole post to which this is a reply.

Observe next this outtake

"The stock market saw a significant and sharp (almost 20%) pull-back in the fourth quarter of 2018, but to the amazement of many investors, has bounced almost 20% from the lows, even as traditional asset holders including pensions, have reduced their equity exposures (source: Bloomberg)."

As objective observers we must not stray from the underlying fact that there are differences between traders and investors. Shares outstanding are finite. Derivatives of shares outstanding are infinite.

To rationalize VIX as the market is to endorse the objectives of trader hierarchies, against shareowners.

Nonsense....and yet, it is what it is.

The market is only the sum of its parts. The parts are not infinite, they are finite, so its the character of the finite parts, are what are in motion.

Hierarchies have determined that as that is a fact (The market is only the sum of its parts), those same hierarchies needed to substitute the finite reality of share issuance, with a plan to obfuscate the finite quality of the market so as to undermine the premise that supply is a relative constant in need of volatility as the mechanism to gain control of what is valuable.

Companies buying back shares Know that the hierarchies voting for volatility want to own everything of value in a forward demand sense.

Investors only need understanding THAT THIS IS THE GAME BEING PLAYED.
