You should watch the video, it is only 13 minutes long. What Flynn says is that based on modern thinking our great grand parents were operating at about a 70 IQ and the kids today at about 130.

He gives examples of our grand parents thinking in only concrete terms even when abstract thinking was called for to better understand.

And yes, he says it was a dramatic rise from borderline mentally retarded to borderline genius.
