Yes, somewhat like South Africa and Israel. But you clearly did not read the article, or you would have said "but would be unstable because of birth rates and the open borders". Open borders was already a thing of the past. Congress under the influence of Nazi role models had already passed laws to limit immigration based on race and to favor Nordic countries. Eugenics were working on limiting the birth rate of unwanted races, and even intermarriage between whites of different ethnicities was being frowned upon. The Supreme Court, having upheld racist laws was struggling with how to define the white race and finally decreed that it means whatever they want it to mean - a racial version of the current "I may not be able to define porn, but I know it when I see it," they basically said we may not be able to define who is white, but we know it when we see it and based on that denied citizenship to a WWI veteran. "Unstable" is a very relative term - if your timeline is a few hundred years, then perhaps. But we'd still be Nazi-like country today.
