<Open borders was already a thing of the past> Not in the southwest or south east... there were no walls or fences. You can't assume everyone came through Ellis Island. Fishermen and tramp steamers had casual workers who "just got off the boat" or walked in near Portland, Seattle, San Francisco, San Diego, Mexicali, Florida or Texas. I don't have the numbers but if you wanted to go to America you could get there through South America, Cuba, Caribbean or Mexico quite easily. It wasn't the most direct path and certainly not the majority path but a doable path even today.
