And when browsers developed the concepts of "back" and "forward" and "home",
some folks at Microsoft realized that these should also be a part of the OS ... it
doesn't matter whether you were using the Internet or not ... if you want to go back
to the last thing you were looking at, you should be able to. This might have been a
local file, or an Excel spreadsheet.


Huh? The concepts of "back" and "forward" are not part of the OS! They are functions that are part of an application.
