No one needs to be prosecuted for having a trade surplus, even though orange people think it's a crime.

Commercial theft, now that's a crime which needs to be prosecuted regardless of surplus or deficit.

Japan tried living with an extreme trade surplus and extreme things happened, to them, as a result. They did it to themselves.

Many economic courses chart the backward "progress" of Spain during a huge influx of gold from Latin America. This absolute advantage destroyed all of their industries leaving them hopelessly behind technologically. The influx of gold created a society where learning anything useful was frowned on as vulgar and commercial. The same sickness swept over Victorian England.

A smaller version happened to post-WW-II America as industries like auto making lacked real competition, and being a manager involved playing golf. When real competition finally appeared they were so arrogant they had no idea what was happening.
