TX isn’t trying to manipulate the vote. California is. If they wanted to prorate, at least a cogent argument can be made.

Rat made the argument that it is wrong allow states to make the decision for the presidency, yet it is precisely what he wants. But he wants to make sure the excess population can be applied to reduce other state's positions.

In effect it is no more fair than what is done now. It is just manipulative. Whic is the obvious objective.
