We are not likely to find out, however, I wouldn't be surprised if some of the reasoning was also to protect from a large CME, which is more probable during solar cycle 25 and ongoing through the Grand solar minimum. For example, if the USA was hit and suffered large scale electrical infrastructure loss, and China and or Russia were unscathed being on the dark side of the planet during impact, there would be serious medium to long term national security exposure, both to the economy and military security.

Here is a paper on recent solar storm activity that was strong enough to seriously damage or take out our electrical infrastructure

I have to say that I am impressed with Trump taking this initiative, even if he is using the threat of man made EMP's as the reason for doing so.
