The Comac 919, will cost somewhat less than a Boeing 737-max, designed in 1967, but fuel costs will be far higher to operate the Comac and the C-919 aircraft Chinese buyers will receive is far less capable. Why is this?

When Comac went out to bid for parts for their C-919, they indicated they would only accept bids for equipment from manufacturers who were willing to transfer all associated patents on their technology.

The effect of this bid requirement restricted Comac to purchasing wholly obsolete equipment no longer protected by patents - a 1967 design but also equipped with 1967 avionics and other associated technology. - forbes.com

Comac also discovered they could not purchase modern jet engines with this restriction, which typically makes up half of the purchase price of the aircraft. Comac ultimately decided using a modern engine on their C-919 was more important than IP theft.

This is who is actually making the obsolete "Chinese made" C-919. — Comac is making the empennage, which means control surfaces on the tail section.
