"The World Better Get Used to Negative RatesThey’re the only way to bring down excessive debt levels that have grown too large to be managed."

Not true. For individuals and corporations the traditional method of declaring bankruptcy is still available in many countries. Shareholders may lose all of their equity and individuals may lose their homes, but life will go on.

For sovereign debt, the federal government of the United States has unlimited ability to tax. The only reason the debt is growing is because of the current tax policy of low marginal tax rates. That policy will change as a result of some future election. Under President Eisenhower the highest marginal rate was approximately 92%.
