You're still choking on propaganda. Chinese patents are 92% joke quality. The Central Planning Committee wanted more patents, so more patents were filed per communist party requirements. China also imagines they're the only source of rare earths on the planet, a joke everyone on the planet is in on except China. China is currently torn between acting like a poor defenseless little emerging economy requiring special concessions like freedom from prosecution for IP theft, and on the other hand a rabid imperialist force pushing bullying their neighbors. Cadres pushed Xi into rabid imperialist form long before China's economy could sustain a bully-posture. The result is going to be ugly self-inflicted harm.
