The analyst predicted that inventory levels at memory makers will climb above 25-year highs by midyear.

Is that correct? If memory inventories will be at a 25 year high, of course the industry is nowhere near the bottom.

Maybe.....

And this type of "25 year high" thing, does he mean COGS, or bits, or what? If its bits, shouldn't inventory bits go higher and higher almost every year as more and more bits are produced and purchased, and memory gets cheaper and cheaper? Who cares if its a 25 year high for bits?
