Poor people don't take trans-Atlantic flights. That takes money. People who have the money for such a flight are, by definition, not poor.
Yes, there are boats. Some can even be built with inexpensive materials. However, those boats cannot cross the Atlantic. Ones that can cross a much smaller body of water, like the Mediterranean, still represent a significant sum of money. Poor people cannot afford even that crossing.
The people who overstay their visas are not poor people. While they might not be the 1% in their countries, they have enough resources to pay thousands of dollars per person to get the visa, get transportation to come over here and have the resources to satisfy customs to actually enter the country. Because customs won't let you enter the country unless you have a place to stay and money to live on for your declared length of time you are going to be here. You do know this, don't you?
