Surely you can see that they are two different things. Surely.

Your response: "You made the claim, now prove it is true."

It's right in the code and regulations and on government websites. On the off chance that you are really so ill informed on a favorite topic of yours and honestly don't know what the eligibility requirements are, you can look them up. Fact finding is good exercise.
