Meng was so accustomed to her membership in the Deep State providing her immunity for her crimes, she didn't consider that her Deep State protection didn't extend everywhere on the planet.

It's like my Grandfather's half-sister who lived in Moscow. During the Brezhnev era the family offered her a flat in Paris. She thanked them, but said, "I have everything I need in Moscow, if I moved to Paris I'd just be another old woman."

Outside of her Deep State protection, Meng is just another old woman.
