My position has been that stocks will run when there is no net treasury supply, such as now. It can occur in one of two ways. The Fed or the other central banks undertake QE. Over the last several years, Japan and Europe's central banks bought enough debt to absorb the supply in all three major regions, including the US. The other is a moratorium on issuing new debt by the federal government which occurs when the federal government's borrowing authority has been suspended as a result of the debt ceiling law expiring. It works effectively the same as QE. On a number of occasions, both conditions existed as central banks continued buying up debt while the US suspended its debt sales.
