That is true for the most part. But perhaps not quite so strongly enforced. An example is Mark Zukerberg being questioned by the congressional committee in regard to fair and balanced reporting. Suggesting if he did not correct the balance Face book could face further regulation. However that was after an offense not dictated prior to. US Defense sector is definitely regulated as to who they can sell to or supply.

Could be that Xi and the party consider Huawei critical to or part of China's defense system. Tracking and intelligence gathering can certainly be incorporated into personal electronic devices. And already are even in non national security applications.
