This is where I think you exaggerate:
Surely all the happy NAND makers expanded as fast fast fast as possible in the good times

For one thing, you can't really expand all that fast with NAND or DRAM. It takes a lot of time build a fab and get the equipment set up. And especially now, it is hard to make 3D NAND, and especially hard to move to more layers. You think that the vendors are hot to expand their market share while I think that they are more interested in making good money. I think all of them have announced slowing down their expansion plans. Even when they build clean room space, they can just leave it vacant for awhile while they wait for demand to catch up, as Intel has done with several fabs. And don't forget that capital intensity has increased, so it costs more and takes more space for the same number of wafers. And it takes longer to finish them.

It is silly to argue about it. Either view could possibly be right. We'll see in the ripeness of time.
