James,
I've thought about when Jesus said that to the samaritan woman also. Chris also makes a good point. Jesus went to the lost sheep of the house of Israel first but knew what would come later. A lot of this is semantics really, new covenant, no covenant, covenant of grace. This scripture illustrates your point very well.

Eph. 2:8-9
8 For by grace you have been saved through faith; and that not of yourselves, it is the gift of God;
9 not as a result of works, that no one should boast.
