Hogwash. Blatantly untrue. The duty of the special prosecutor investigating the president is to identify the crime and how the president broke the law. Just like what happened to Bill Clinton. He was accused of breaking the law in Starr's report and then congress used those accusations to impeach him.

In this case, there was no law that was broken by the president.
