The modem/router devices that Comcast rents to their customers reserve a slice of the spectrum that they make available to any customer, not just the one renting the device. Hence hot spots are gonna be sort of available throughout their service areas, particularly cities and apartment buildings. Very clever, since most customers don’t know their routers are being used by Comcast.
