The following scenario was presented to me and it could be a distinct possibility ....

Once Bill Barr had read Mueller's Report, plus what he already had concluded about the Collusion Hoax, he came to the obvious conclusion that Collusion was out, AND that there was NO LEGAL CASE for OBSTRUCTION OF JUSTICE.

He very likely conveyed that to Trump and they agreed that if Barr, on his own, stated that to be the case, then the DemoCraps would reject that finding on the basis that Barr was "Trump's man".

So they approached Rosenstein and gave him two choices, either he CAME OUT IN COMPLETE AGREEMENT WITH BARR'S CONCLUSION THAT THERE WAS NO OBSTRUCTION OF JUSTICE AND DIDN'T LOSE HIS PENSION, OR HE COULD NOT COME OUT IN PUBLIC SUPPORT OF BARR and face the consequences of having to face a Special Prosecutor down the line and ultimately lose his pension.

Thus we have read Rosenstein's full agreement with Barr's conclusions about the Report, AND we see him standing like a Display Dummy behind Barr when he read out his conclusions about the Mueller Report.

Because, when Rosenstein completely agreed with Barr's findings, that took the wind completely out of the Democrat's sails because, after all, Rosenstein was "their man" and he stated that the DOJ had ABSOLUTELY NOTHING ON TRUMP ......
