China has consistently underestimated how little US policy changes from one administration to the next regarding issues which affect the fundamentals of the US economy.

China eventually agrees to the terms regarding IP theft and transparency of state subsidies or trade with the US stops.

Liu He understands this. Emperor Xi eventually listens to him or imprisons him in a gulag, and still has to agree later.
