He did, but in writing.

You're contradicting yourself yet again.

He specifically said that he could not conclude that Trump obstructed justice.

Now I'll wait while you claim that such a conclusion is supposedly above his pay grade, despite the fact that his job was specifically to investigate obstruction of justice, among other charges.
