The U.S. Government has decided to allow the World Trade Organization ("WTO") Agreement on Basic Telecommunications Services
to go into effect on February 9, 1998. This is GREAT news for the LMDS auction because it means that foreign carriers will be
allowed to own more than 25 percent of LMDS licensees. (The old rule limited foreign carriers to a 25 percent interest). The full
participation of foreign carriers -- with their deep pockets -- is sure to boost the bid prices for LMDS licenses significantly!
