It's a step in the right direction, but much too passive compared to what I am thinking. Through joint ventures, establishing supporting organizations, and friendly legislations governments can actively promote closer economic ties. Specifically I am recommending a set of policies that make it more convenient and profitable for foreign companies to establish hubs in Canada to deal with companies in other countries through Canada than to deal with them directly. The free trade agreements are an important component of such a setup but are insufficient by themselves.
