Another 2000 million people would get us up to about 10 billion which is enough to get lots done.

But we need quality control and eugenics to really get things good. Fortunately, women work assiduously at eugenics though many of them do a poor job. But the trends are good.

People have about 100 billion neurons. So maybe 100 billion people would be a better number. My experience of my brain and others is that another 100 billion neurons would be good.
