My nephew is living in China right now. WhatsApp, which is really strong encryption, is not allowed. Only WeChat, which I presume has a backdoor for State surveillance. Overall, his description of the area he lives, Zhuhai, as very safe, and very heavily monitored. He said if somebody e.g. posts something publicly that is not favorable to the gov't, they will throttle that person's internet connection, or terminated it for a period.

Historically (past twenty years) China has stolen much tech from the US. Stolen tech as R&D costs only 1% as much as actual R&D, so it's easy to catch up and surpass on a small budget.
