In a good year, hydro can be 15%, so we might already be at 51% zero-emission. Is 50% difficult if we don't count it? I don't think so; the Big 3 only need 14%, and they have 11 years to do it.

California's three large IOUs collectively served 36% of their 2017 retail electricity sales with renewable power. The Small and Multi-Jurisdictional Utilities and Electric Service Providers served roughly 27% of retail sales with renewable power. The Community Choice Aggregators collectively served 50% of retail sales with renewable power. See below for a map of large IOUs RPS projects.
