If these racist posts are not your typical idea of a "joke", but the work of someone else including your "fun with racism pal" THE ANT, this newly-created account should be deleted and their IP banned - not simply banned from this board. Even your right-wing pal ggersh gave Eugene Chen's racist posts a Recommendation, naturally assuming it was you assuming a different persona.
