Well New Mexico is obviously a consideration.
Price of nat gas would rank between 15th and 20th in importance for relocation decision imo. It would probably make a good tiebreaker.
Most of the other states, (cheap gas or not) are ruled out for various reasons before nat gas price comes up in the ranking.
