Perhaps so. But the folk running Iran have a horrible corruption problem of their own making. If they looked tempted by Trump's offer I expect they'd have difficulty with the IRGC which, apart from the mullahs, is the main beneficiary of the corruption.

Whoever Trump is making the offer to has to be in a position to take it.

Something has to happen to the mullaocracy before Trump's offer can be entertained.
