Legal entry is his desire but again let's keep it real.

The nation can only process so many at a given time. And there are already many in line to enter legally.

So you can't just flood a nation no more than you can over fill a stadium or fill holding centers.

ERGO.. the statement. Common sense. Unless you are of the thought of just open the doors and let them all walk across and as you do provide them with all the benefits of a LEGAL citizen or someone that enters legally.
