Carter dislikes Jews. That was the heart of his assistance with the radical Muslim states. It backfired on him as they retained no allegiance to Carter and took the embassy in Iran which proved to be his downfall.I was going to write Carter is antisemitic, however both Jews and Arabs are semetic and the term is frequently used inappropriately.
