You are missing one important point and that is that the best programmers are able to move around in order to seek higher wages including crossing borders. And as a result many of the highest skilled Indian programmers are already in the US earning US wages.

Even inside the US there is a broad range of skills and $$'s that you can spend to hire a programmer (like between $20-$150 hour). And you might be OK hiring the $20 an hour guy to stand up your new porn site but for programming your plane? You might want to think twice...

And $9 an hour for programming time is the bottom of the barrel or close to it by India wages. At that rate you are talking about the bottom tier of Indian programmers from a group that failed to make the cut to leave the country...
