It's part of the Red States' contract to say "thank you". They broke that contract.
WTF are you talking about? The contract NEVER required the recipients to show any gratitude whatsoever.

Either that, or we can deny welfare benefits to anyone who doesn't show gratitude. Given how many of them reside here in California, we can save a LOT of money that way.
