Yes, he has taken a hit. Oddly enough, making yourself unpopular makes your businesses that depend on a positive impression of you struggle. Besides, it isn't just his lack of charm that has caused problems for him. The retail space in his various towers has taken a hit like with other retail nationwide. Which is likely a big factor in his war against Amazon.

However, all of that is irrelevant. Just because your business is suffering, it doesn't mean that gives you a free pass when it comes to trying to supplement your income. So using his office to drive business to his hotel in DC is still graft. Golfing almost exclusively at his properties, forcing the Secret Service to use and pay his properties to do their job is still graft. Using his presence to advertise said properties is also. Blocking the FBI from building out a new facility because it would tangle traffic in front of his hotel is also.

The list is pretty long. All are abuses of his office.
