IP theft will continue to be prosecuted - even though China's Emperor-controlled-media claims prosecuting ethnic Chinese for IP theft or espionage is racist. Americans aren't exempt from prosecution for theft or espionage no matter what your 23andMe test results are, and no matter how famous or rich you are. Even though the government of China and their whiny sycophants can provide endless rationalizations why they should be given a unique special entitlement to steal intellectual property, no one will ever grant them this special privilege, just as they would never grant anyone the privilege to steal Chinese IP property. Welcome to the real world which exists outside the echo-chamber of China's Emperor-bubble.
